A. Executive Responsibilities
The Cultural Property Implementation Act (hereinafter, the "Act") ascribes numerous functions to the president of the United States to carry out the provisions of Sections 303 and 304. Most of these have been delegated to the Secretary of State, who, in practice is the president's designee in carrying out the principle executive functions of the Act.

The decision-making authority to impose import restrictions resides at the U.S. State Department. The recommendation of the Cultural Property Advisory Committee is considered when this recommendation is received within the time constraints stipulated by the Act (90 days for emergency action and 150 days for action within the terms of an agreement).
