Announcement of 2003 Chair and Vice Chair of the J. William Fulbright Foreign Scholarship Board

The J. William Fulbright Foreign Scholarship Board (FSB) is pleased to announce the results of its election of Chair and Vice Chair. Caroline A. Matano Yang was elected to serve a second one-year term as Chair at the Board's December 2002 meeting in Washington DC. Steven J. Uhlfelder of Florida was elected to serve as Vice Chair of the Board.

Yang was appointed to the FSB in 1995 and is now serving her third term. She served as Vice Chair of the Board from January 1999 to December 2001. In December 2001, she was elected the Board's Chair. She is an international education consultant in the State of Hawaii. Yang serves on several boards and commissions related to higher education and exchanges.

Uhlfelder was appointed to the Fulbright Board by President Bush in 2001. He has served on the Board's Executive Committee since his appointment to the Board. Uhlfelder is an attorney specializing in public and administrative law in the State of Florida.

The J. William Fulbright Foreign Scholarship Board was created by Congress to supervise the Fulbright educational exchange program. The Fulbright Program, the flagship international educational exchange program administered by the U.S. Department of State's Bureau of Educational and Cultural Affairs under the leadership of Assistant Secretary Patricia S. Harrison, is designed to increase mutual understanding between the people of the United States and the people of other countries. The program has provided more than 250,000 participants, selected for their academic achievement and leadership potential, the opportunity to observe each other's political, economic and cultural institutions, exchange ideas, and embark on important joint ventures.

Appointed by the President, the twelve members of the Board come from academic, business, cultural, and public life. Current members include Senator Birch Bayh, John Willard Johnson, Sara Castro-Klaren, Victoria McCammon Murphy, Jan O'Neill, Hoyt Purvis, Alan H. Schechter, Donald E. Vermeil and Lee Williams. The Fulbright Board staff office is located administratively within the U.S. Department of State's Bureau of Educational and Cultural Affairs (ECA).
