Subject: Improving effectiveness and accountability of local government

This grant trains young Vietnamese businesswomen in entrepreneurial and leadership skills to enhance economic growth in their country. The program will empower participants to establish or grow their own businesses, and to participate actively in the creation of conditions necessary for a free market economy. Four American business experts have traveled to Vietnam to conduct four seminars for 200 entrepreneurs and community leaders in Hanoi, Da Nang, Ho Chi Minh City and Can Tho. Thirty Vietnamese business leaders are scheduled to travel to the United States for a three-week business training and mentoring program.

Name of Organization: Michigan State University
Location: East Lansing, MI

Subject: Improving effectiveness and accountability of local government

Under this grant, Michigan State University (MSU) is conducting a program that provides leadership training for senior officials at the provincial level of the Chinese social security administration. The focus of this program is on the challenges and opportunities in public administration, delivery of public services, enhancing accountability and transparency. Eighteen Chinese senior government officials traveled to the United States for a week of seminars in Washington, D.C., followed by a two-week internship with the Michigan Municipal League. Seven MSU professors then travel to China to conduct training workshops and consultations for ten days.

Subject: Improving effectiveness and accountability of local government

This grant aims to strengthen progressive Chinese policy-makers' efforts to share information with citizens, help officials deal more effectively with public participation in the area of land use, and employ lessons learned in cities across the country. Six American experts in law, municipal governance and citizen interests travel to Beijing and Shanghai to conduct training workshops for 150 professional counterparts to promote active and responsible governance, and to increase civic activism. Eight Chinese local government officials then visit the United States for two weeks to observe public participation in policy-making.

Subject: Improving effectiveness and accountability of local government

With special attention to having a mix of indigenous, Muslim and Christian participants, this grant brings thirty community leaders and leaders of youth organizations from across the Philippines to the United States for a four-week institute on the responsibilities of citizens in a democratic, pluralistic society. Four Americans then travel to the Philippines to conduct a series of seven one-day workshops, and to participate in a National Conference on Responsible Citizenship.

Subject: Strengthening Civil Society through Inter-Religious Dialogue

This grant brings 24 Muslim clergy, religious scholars and civic leaders from Thailand and the Philippines to the United States, and sends14 American religious scholars and civic leaders on reciprocal exchanges. The program includes focused interactions designed to demonstrate how religious communities interact with each other in the United States, as well as how they contribute to civil discourse, through visits to Islamic centers and organizations, and meetings with American Muslim leaders and scholars. The grant will also broaden the understanding of non-Muslim American clergy, scholars and civic leaders of the place of Islam in the Muslim communities of Thailand and the Philippines.

Name of Organization: University of Massachusetts
Location: Boston, MA

Subject: Improving effectiveness and accountability of local government

Under this grant, the University of Massachusetts is implementing a multi-phased exchange of judges, legal professionals and non-governmental leaders to assist the Chinese judiciary, as well as the legal and educational communities to improve the Chinese system of justice and increase transparency, accountability and predictability in the courts. Twenty U.S. judges are conducting four seven-day workshops for 800 Chinese judges, law students, and law faculty in Xian, Chengdu, Kunming, Chongking, and Nanjing. Thirty Chinese judges then travel to the United States for one-month internships in the Boston area.
