Under this grant, Middlesex Community College is conducting exchanges to educate teachers, recreation staff, and community workers from Soweto, South Africa, in communication, counseling, and civic engagement strategies with the goal of increasing the number of youth who complete their education and become active in their communities. Travel consists of twelve South Africans coming to the United States for one month, and six Americans going to South Africa for two weeks. Participants conduct both individual and collaborative projects aimed at fostering civic engagement and grassroots activism, particularly among young people.

In between, a delegation of 10 Chinese judges and academics come to Boston for consultations, internships, and to present their own moot court.

Columbia University is conducting an educational and cultural exchange to develop human capacity in Tibet that will facilitate the training of Tibetans in ecotourism and conservation. The project develops relevant educational materials and courses in the Tibetan language in order to support the work of other NGOs working with Tibetans on ecotourism implementation. It also provides training for government planners and policymakers. Through exchanges between U.S. and Tibetan educators, conservationists and experts, the project is training tourism practitioners and equip a core group of Tibetan teachers to develop the knowledge and teaching of ecotourism and conservation, by holding courses, workshops and meetings in the U.S. and in various areas of Tibet, and by preparing and distributing Tibetan-language case studies and educational materials.

The first phase of the project is an information and recruitment campaign, while Phase Two is comprised of the stateside training programs in February and March, 2007 in Amherst, Massachusetts, Tucson, AZ, and New York City. Phase three is the follow-up and implementation phase in the teachers' home districts in Indonesia.

The Korean National Assembly Youth Exchange project is introducing U.S. and Korean university students to the political process, society and culture of Korea and the United States, respectively. The Korean students, together with their US counterparts, begin their three-week U.S. program in Washington with a series of talks and briefings on the U.S. political system and U.S. - Korean relations, coupled with time spent observing the operation of a congressional office. The Korean group then travels to New York City, Highland Park, IL, and Seattle to learn about volunteerism, racial and ethnic relations, environmental issues, and community development. The exchange concludes in Seoul where the Korean students have the opportunity to host their U.S. counterparts. Meridian International Center has responsibility for implementation of the U.S. program for the Korean participants and coordinating the travel of the American participants to Korea. The Korean National Assembly funds and administers the program for the U.S. students in Korea.

Three U.S. participants are also traveling to Turkey for a joint presentation with their Turkish counterparts of proposed models developed during the program to members of the Turkish legal and NGO community.

Twenty-five teachers from the Middle East and 20 American teachers meet in an intensive two-seek summer institute in St. Paul, Minnesota, and engage in formal studies, community outreach, mentoring, and networking. Workshops and youth leadership seminars are conducted by teams of American and Middle Eastern teachers in Israel, Jordan, and the Palestinian Authority throughout academic year 2006-07.

The Institute for the Study and Development of Legal Systems is building on intensive effort, conducted with the Egyptian Ministry of Justice, to implement a far-reaching system of criminal justice reform. The collaboration is assisting influential judicial representatives from Egypt gain a more comprehensive appreciation of diversion mechanisms utilized in the United States, allowing them to examine the institutions and legal frameworks in which these mechanisms operate, and assisting them in designing a creative diversion model responsive to the needs of their legal community. Six Egyptian jurists, senior prosecutors, and defense attorneys are travel to California in fall 2006 to study the operations of diversion programs, four American legal specialists consult in Cairo in winter 2006, and seven Egyptian jurists work with U.S. counterparts in Washington, D.C. and California to refine model designs for presentation at a national conference in Egypt.

Eight Syrian participants are participating in a workshop and extended training in the U.S. in spring 2007. Four workshops are conducted in Syria by six American specialists in fall 2007, and six Americans work collaboratively with Syrian counterparts in Syria in early 2008.

The project activities include workshops on compliance and enforcement of judicial orders in each of the five countries for 100 legal professionals; a regional follow-up conference in India for four to six participants from each country; and a ten-day U.S. program on U.S. practices for one or two participants from each country. Participants are also preparing, publishing and disseminating a comprehensive guidebook reviewing the cases examined during the course of this project, examining how participants might apply the lessons learned in their respective countries.

At the April 2001 Summit of the Americas, President Bush announced the American Fellows Program. This program is intended to promote mutual understanding and excellence in government within the hemisphere through the exchange of outstanding mid- to senior-grade officials in government agencies of participating countries. The Department of State was assigned the responsibility of coordinating the program in the U.S. Partners of the Americas was selected to manage and implement this program due to its strong track record of programming in the Western Hemisphere. Over the past three years, Partners has generated a significant level of interest, and government agencies in the U.S., Latin America, the Caribbean, and Canada have responded enthusiastically to the opportunities that the program offers. To date, 60 Fellows have been placed in more than 30 host agencies-- federal, state, and county agencies-- throughout the United States.

Per its title, this project focuses on different aspects of democracy building in five different Asian countries. It is divided into three separate, multi-year projects. Countries are (1) Kazakhstan, (2) Vietnam and Laos, and (3) China. The Kazakhstan project is to train participants on how NGOs can work more effectively with legislators. The Vietnam/Laos project begins with training and workshops in-country conflict resolution among government actors and between them and citizens. Its second part has some five Southeast Asians coming to the US for Master's degrees in related fields. The China project aims at studying and promoting Chinese democracy at the margin of political power: legislatures at lower levels, especially those outside of the nation's major centers.

Summary of Project: This grant brings 12 young lawyers from the Middle East, Central Asia and Eurasia to the U.S. for a ten-month LL.M program, designed to provide them with the skills for building stable democratic institutions in their countries. In addition to completing two semesters of class work, the students attend four weekend seminars on women's rights, transition from one-party rule, international criminal law and post conflict resolution, led by visiting experts. The program also includes field study trips to local, state and federal judicial and government organizations.
