Performance Measurement
The Evaluation division uses E-GOALS as its performance measurement system. The online portal collects information on program participants and measures performance of initiatives and projects through the creation, tracking, and administration of surveys with questions linking to ECA outcomes and indicators. These data are used to generate comprehensive outcome reports to the Bureau’s partner agencies, providing program managers, senior leadership and Congress with immediate feedback on program impact.
Each performance measurement project is managed by an ECA evaluation officer. In order to track changes in respondent attitudes resulting from the programs, surveys are administered in the beginning and end of each program, as well as approximately six months later to follow-up on these respondents upon returning home.
