FY 2001–2004: Higher Education Administration

The project partnership included five Ivorian universities and one teacher training college and aimed at developing an exchange program that promoted professional outreach for program participants, and strengthened the skills of Ivorian university administrators in order to build institutional effectiveness.

FY2003–2007: Environment

This partnership worked to develop a Masters of Arts degree (MA) in Participatory Environmental Management and Development at the Senegalese university and implement a new poverty alleviation strategy in selected communities in Senegal. The project strengthening Clark University’s MA program in participatory environmental development and management by developing new case histories focusing on Francophone Africa and non-traditional modes of education such as field training.

FY2003–2007: Sociology and Criminology

The project helped the sociology departments at both institutions to develop comparative perspectives on criminology and social issues. Faculty exchanges focused on promoting teaching, research and professional development. Participants co-authored a collection of readings on criminology and deviance.

This partnership focused on improving the knowledge of public officials in Botswana, and southern Africa generally, in public works, environmental management, and human resources; and preparing Cleveland State University MPA graduates to work in an increasingly global society.

The project between Gonzaga University (GU) and the University of Pretoria (UP) integrated ethics into the Ph.D. program in public affairs at UP. The partnership also focused on increasing the global perspective of the University of Pretoria's public affairs program, and of GU's doctoral program in leadership studies.

FY 2002–2004: Educational Development and Administration

The proposed partnership between the Indiana University-East and University of Namibia (Northern Campus) enhanced the economically disadvantaged Northern Campus by expanding its technical degree-granting efforts. The project trained and supported managerial and administrative personnel to make financial, material and technological resource decisions. Indiana University and the University of Namibia collaborated in the training of the Northern Campus staff in credit transfer issues, grant and proposal writing, and student registration. For its part, Indiana University internationalized its regional campus in response to a growing international presence (people and businesses) in the area, as well as shared its experiences with campus development.

The collaboration between Kalamazoo College and Africa University established economic and community development outreach activities at Africa University while simultaneously providing Kalamazoo faculty, administrators, and students the opportunity to develop transnational skills and competencies related to business and regional economic development.

FY 2001–2004: Social Sciences

The Mississippi Consortium for International Development (MCID) and Cameroon's University of Dschang (UD) collaborated to establish an academic partnership designed to strengthen the social, political, and management sciences at UD.

Eduardo Mondlane University, Mozambique
FY 1999–2004: Performance Management

The partnership between New York University (NYU) and Eduardo Mondlane University (EMU) enhanced the capacity of EMU to train participants in performance management and program evaluation in public service. NYU provided training for professionals through extensive use of tele-video, the Internet, and other distance learning techniques.

Marangu Teachers' College, Tanzania
FY 2004-2007: Education

The project enabled Marangu Teachers' College to prepare head teachers for primary and secondary schools in the Kilimanjaro region in Tanzania through faculty and curriculum enhancement with support from the Ministry of Education. The project also provided computer literacy education and incorporated these skills into the classroom curricula. For Northeastern Illinois University, this project supported the enhancement of educational material on Africa as part of the required curriculum in the Chicago Public Schools to increase students' understanding of world cultures.

FY 1999–2003: Women and Children's Law, Human Rights, Library Science

This linkage between the Northwestern University School of Law and the University of Ghana Faculty of Law aimed at producing a curriculum on legal issues related to family, women, and children, including domestic violence, human rights. In addition, it enhanced the resources at the University of Ghana Law Library to support teaching and research. For Northwestern University, it enabled the law school to add an African perspective to its international law curriculum.

FY 1999–2004: Civic Education

This project developed democratic education programs at Ohio University and the University of Western Cape. Faculty exchanges from each institution also assisted in promoting the democratic management and administration of schools.

FY 2001–2004: Area Studies, Minority Studies

This linkage between Southern Illinois University Edwardsville (SIUE) and the University of Ibadan (UI) increased research of marginalized groups in the U.S. and Nigeria, developed a curriculum from this new research, and improved the African Studies and American Studies departments at both institutions.

This partnership built institutional capacity at the universities in Botswana and South Africa in carrying out policy research in education, and promoted policy study in Southern Africa at Stanford University.

This partnership strengthened management training and education capabilities at both institutions and promoted an "entrepreneurial culture" in the small business sector. Activities included applied research, curriculum development, management training and consulting in management training and education.

FY 2001–2004: Social Sciences and Agricultural Economics

The University of Connecticut (UC) and National School for Applied Economics collaborated on research in the fields of agricultural and resource economics, anthropology, economic history, and political science. The collaboration also assisted in the development of a graduate program at the Senegalese institution, while also upgrading their electronic facilities and equipment.

FY 2001–2004: Library and Information Science, Social Sciences

The partnership between the University of Ghana (UG) and the University of Iowa (UI) promoted collaborative research, strengthened academic programs, enhanced curriculum, and fostered faculty exchanges. The project's fields of study were Geography, Political Science, Art/Art History, and Literature.

FY 2001–2004: Environmental Sciences

This project enhanced technological capabilities in environmental science teaching and research. Specific topics included the environmental impact of urbanization and urban mining, pollution studies, climate change, land use/land cover change, deforestation, community-based natural resource management in rural areas, and the future of the Zambian water supply.

University of Eduardo Mondlane, Mozambique
FY 2002–2004: Environmental Sciences and Management

This partnership between the University of Virginia and the University of Eduardo Mondlane (Mozambique) focused on utilizing advances made in remote sensing technology and environmental assessment to develop human resources and academic infrastructure in the area of sustainable natural resource management. The partnership focused on developing: teaching and research capacity at the University of Eduardo Mondlane in the fields of remote sensing and geographic information systems (GIS); a joint research program in environmental assessment and monitoring; an environmental monitoring program for Mozambique; and applications of environmental remote sensing and GIs to inform Mozambican national policies and enhance responses to national disasters and water management.

The initiative also built human and technological capacity in higher education in the fields of land use planning and medical geography.

The partnership between the University of Wisconsin-Madison and Makerere University supported the development of bachelors and masters degree programs in nutrition while enhancing existing courses in food security and nutrition policy. The partnership also supported outreach to primary heath care organizations delivering community services while increasing understanding of nutrition issues in Africa at the University of Wisconsin-Madison through faculty and curriculum enhancement and distance learning.

Central Connecticut State University
Sam Sharpe Teachers' College, Jamaica
FY 2001–2005: Education and Educational development

This partnership enabled Central Connecticut State University and Sam Sharpe Teachers' College to work cooperatively on the development of a curriculum in teacher education for Jamaica. The project supported professional development workshops for in-service teachers and strengthened Central Connecticut State University's outreach program for K-12 teachers in the Hartford region. Partnership activities included the creation of curriculum teams assigned to work in strategic areas that include reading, mathematics and geography.

FY 1999–2003: Law

This partnership established a relationship with the University of Costa Rica Law School through joint comparative research and teaching. Cooperation strengthened the university library as well as the advancement of teaching and research at both schools.

FY 1999–2004: Law, Ethnic Studies and Land Policy

This project centered specifically on questions of minority rights in Central America. It expanded research among legal scholars of Indiana University to include Central America. The project generated comparative works and gained new perspectives in assessing land policy options for Central America.

Indiana University and the National University of La Plata developed joint summer programs to study the legal and political systems of the United States and Argentina and gained expertise on issues regarding MERCOSUR and NAFTA through outreach to the academic and policy communities. Partnership activities included a summer program at the National University of La Plata for Indiana University students. The project provided for eight semesters of tuition-free education for up to eight participants from National University of La Plata, Argentina.

This partnership developed a cross-border training program for faculty and law students as part of a Tri-national Legal Education Consortium. Partnership activities included semester-long classes, summer programs, short-term lectures and seminars taught by visiting faculty. Annual symposiums were rotated among the partner institutions.

FY 2000–2003: Environmental Studies

This project supported faculty and curriculum development, environmental impact research and remediation between the Universidad Nacional del Altiplano-Puno and Montana Tech of the University of Montana. Partnerships activities included semester visits and field work research for Montana Tech professors and for professors of the National University of El Altiplano. The partner institutions benefited from field work experience, generated new research projects and improved classroom teaching.

FY 1998–2003: Civic Education/Political Sciences

The project developed between Dominican and U.S. academics to create a multi-lingual bibliography on civil-military matters in the Caribbean. Dominican professors spent time at partner institutions in the United States to conduct research and U.S. professors taught courses on law enforcement, history and the rule of law.

The linkage supported the Mediation Project at UNAN, which offered conflict resolution training, seminars, workshops and lectures in civil law.

FY 1999–2003: Business, Finance

This partnership built upon the Pan American Business Education Program established by the three schools through faculty development and student exchanges. The project created three new courses about NAFTA which are offered in each school's spring term and deal with three topics: North American financial markets and institutions, the impact of NAFTA on marketing in North America, and corporate strategy and economic integration in North America. More than 130 students and 16 faculty members participated and lectured at the partner institutions.

FY 2001–2004: Environmental Studies

This project strengthened the institutional collaboration between the College of Agriculture and Environmental Science of the University of California–Davis and the Faculty of Chemistry of the University of the Republic in Uruguay. The project internationalized scientific collaboration through the dissemination of research projects; and supported an effective regulatory environment for the prevention of contamination on rivers and streams through the exchanges of faculty and researchers.

Mexico U.S. Consortium of Public Administration Schools and Programs
FY 1999–2003: Public Administration

This partnership responded to several priority needs defined by the Mexico-U.S. consortium of Schools of Public Administration and Programs to enhance the quality of graduate programs of public administration in both nations. Three teams were created to develop nine comparative case studies focusing on decentralization decisions and public sectors decisions involving ethical considerations.

FY2002–2005: Civic Education, Political Science

This project advanced scholarly understanding of the Guatemalan democratic transition process. The project also supported curriculum innovation in the Faculty of Political Sciences of the University of San Carlos and strengthened course content material at the University of Connecticut Latin American Studies Program. The partnership focused on collaborative research projects related to the democratic transition in Guatemala; curriculum development and new courses addressing Guatemala's changing political realities; and improved the capacities of libraries through faculty and staff exchanges.

FY 2000–2004: Law, Judicial Reform

This project provided an intensive training program in oral advocacy, specifically designed to meet the needs of Ecuadorean attorneys in criminal practice. More than five U.S. Professors participated in a law conference hosted by Catholic University and presented key components of live oral advocacy, witness examination, and evidence handling. More than 14 Ecuadorean participants trained other lawyers on skills needed to conduct trials under the new Ecuadorean Criminal Procedure Code that took effect on July 14, 2001.

FY 2004-2007: Conflict Resolution

This project worked to develop a graduate program in conflict resolution and establish a Certificate program with modern mediation models through the exchanges of faculty and curriculum enhancement. The ultimate goal in the partnership was to build cohesiveness among the different ethnic groups and strengthen civil society in Trinidad and Tobago.

FY 2003-2006: Latin American Studies, Indigenous Studies, History

The project built on a long relationship established in 1963 and through collaboration among faculty members from the University of Kansas and National University of San Marcos. For the University of Kansas, the project helped institutionalize a graduate curriculum in Andean Studies and for the National University of San Marcos this project strengthened the curriculum of the Masters program in Amazonian Studies and to strengthen social science training across the curriculum in the humanities.

FY2004-2007: Media Studies and Television Journalism

The project supported the development of independent news media in Indonesia and improved the quality of political communication and public relations in that country, which has a larger Muslim population than any other country in the world. Faculty and students at both universities deepened their understanding of media structures in the United States and Indonesia. Indonesian faculty members learned about the American political process, media ethics, and the role of the media in American society in order to incorporate these topics in their courses, ensuring that future journalists in Indonesia will be able to approach their work with a deeper understanding of the United States.

FY 1999–2003: Agribusiness, Conflict Resolution

This project provided Bogor with assistance for curriculum development in conflict resolution, trade and finance, and agribusiness. Curricula were developed in key areas of law, border disputes, and agriculture. The U.S. institution enhanced its knowledge of Indonesia through studies of Indonesian culture, agriculture, agribusiness, and law.

FY 1998–2003: Environmental Studies, Business

The project trained faculty at the partner institutions in an environmental management system that is in conformance with ISO 14000, the new international environmental standard designed to reduce pollution at its source.

FY 2000–2004: Education

The project established a Faculty Development and Research Center at the Royal University of Phnom Penh (RUPP) to facilitate research design and execution, pedagogy, and publication. It developed the technological infrastructure of RUPP's library system and initiated a distance education program to provide for external examination and accredited studies. Cambodian and Southeast Asian Studies at California State were enhanced.

FY 2001–2005: Political Science, Economics

The project strengthened the undergraduate teaching of political science and economics at Connecticut College and provided support for the establishment of an undergraduate political science program at Vietnam National University.

FY2003–2006: Constitutional Law

The project established a graduate program on U.S. constitutional law at Beijing Foreign Studies University (BFSU) and expanded BFSU programs leading to the bachelors of law degree. A new Chinese law course was developed at DePaul.

Thailand Ministry of Education
FY2002–2005: Educational Development

Collaborating U.S. institutions also include Crowder College, Neosho, Missouri; University of Hawaii Community College; Oakton Community College,Des Plaines, Ill.; San Francisco Community College District; North Carolina Community College System; and Community Colleges for International Development, Cedar Rapids, Iowa. In addition to the Ministry of Education, collaborating Thai Institutions are: Ranong Community College, Sa-Kaew Community College, Narathiwat Community College, Buriram Community College, Mukdahan Community College, Nong Bua Lamphu Community College, Mae Hong Son Community College, Uthai Thani Community College; Phichit Community College, and Tak Community College.

The project assisted in the establishment of a national community college system in Thailand and the development of learning modules with an international dimension for courses at participating U.S. community colleges. Opportunities were provided for key Thai educators to examine, experience, and deepen their understanding of the U.S. Community college model and to develop infrastructure to support and sustain Thai partner community colleges.

FY 1999–2004: Intellectual Property Rights

The project trained Chinese instructors to be conversant in intellectual property rights (IPR) concepts. Course materials and a curriculum were developed at Tsinghua University that took into account the needs of prospective employers of the school's graduates. The curriculum included distance education offerings. Franklin Pierce Law Center's position to deliver legal education for a global economy was enhanced. The project established a Summer Study Abroad Program in Intellectual Property Rights (IPR) education at the Chinese institution. The American Bar Association approved all Summer Study Abroad Program courses for student credit at all ABA accredited law schools in the United States.

FY2002–2005: Economics, Business

Year-long seminars were held at both institutions on the Chinese economy and the comparative study of transitions to a market economy. Topics included intermediate micro and macro theory, open economy macroeconomics, international economics, economic development, business, and international management. A new course on these subjects was offered to students of both universities via web-based technology.

FY 2000–2005: Civic Education

The project increased the National University of Padang's capacity to train primary and secondary school teachers in new approaches to civic education and developed a manual on civic education pedagogy for Indonesian teacher-trainers. Indiana University benefited from exposure to civic education in the Indonesian teacher education context.

FY 2001–2004: Education

The project enhanced the capacity of the faculty of Cantho's School of Education to use more activity-oriented teaching strategies in pre- and in-service teacher training programs. Michigan State's faculty gained an understanding of the complexities of change in a developing country.

New Mexico State University
University of San Carlos, the Philippines
FY 2001–2005: Anthropology

The project helped the University of San Carlos to broaden its courses in the field of anthropology and increase the number of Filipino professional anthropologists and archeologists. New Mexico State University added a course on colonialism to its anthropology curriculum. The foreign university's library resources in archeology and biological anthropology were improved.

FY 2001–2004: Comparative Religious Studies

The project facilitated curriculum and faculty development, research, and enhancing Internet library capabilities for a new Master's Degree in Comparative Religion offered by Gadjah Mada University. Temple University gained a view of Islam as a religion and civilization in a large Muslim nation outside the Middle East.

FY 1999–2004: Rule of Law

The project promoted an understanding of the rule of law in China in theory and practice through faculty exchanges, research, teaching, and collaborative scholarship. A Sino-American legal education and research site was developed.

The project strengthened the skills and conceptual knowledge of elementary science teachers educated by all three institutions to enable the teachers to more effectively engage learners. Community learning experiences were emphasized. Products included a handbook of teaching strategies, a case-based elementary science curriculum, and a new University of Georgia international science education course.

FY 2000–2004: Public Administration

The project strengthened public administration education and training at all three institutions. New or improved public administration courses at Shanghai Administration Institute and Fudan University included human resource development, comparative public policy, and public administration reform in transition countries. Visiting Chinese faculty members developed four new or revised coursed while at the University of Georgia (UGA). Several new courses in comparative public administration are being developed at UGA.

FY 2002–2007: Civic Education

The project's work in civic education and distance education enabled the three partner institutions to better serve the special needs of diverse and disadvantaged communities in Thailand and Minnesota. Over time, the project expected to help the Thai universities to offer training to potential leaders in Cambodia, Laos, and Vietnam. Major activities of the proposed project were collaborative workshops, training seminars, case study development, and development of curricular materials.

The University of Minnesota cooperated with the Hong Kong Institute of Education on a project that enhanced cross-cultural, cross-national research on civic education. The project explored the personal, social, spatial, and temporal dimensions of citizen education with regard to students, teachers, classrooms, social values, and environmental concerns. Course modules and materials were developed, and distance-learning modules were employed to enhance civic education instruction in Hong Kong and Minnesota.

FY2004-2007: Education and Public Health

The project assisted the University of Malaysia at Sarawak to improve its instructional programs in education and health policy, enabling the Malaysian university to address the needs of rural populations in Borneo more effectively. The University of South Florida worked to develop a program in Southeast Asian Area Studies and improving its ability to teach about Islam.

FY 2002–2007: History, Political Science, Southeast Asian Studies, American Studies

This project enabled the two universities to cooperate in research and teaching about Islamic fundamentalism, Women's Studies, and ethnicity. The project expanded Southeast Asian Studies at the University of Utah.

FY2002–2005: American Studies, English as a Foreign Language

The project established an inter-disciplinary graduate program in American Studies at Yunnan University in China and enhanced the American Studies Program at Washington State University. Members of the English as a Foreign Language Department of Yunnan actively engaged in the project's curriculum development work. Project activities contributed to the establishment a Ph.D. program. Washington State broadened its American Studies Program and World Civilization classes to make them more suitable to foreign students it enrolls.

Starting in 1999, the University of Iowa administered a project to develop and pilot test a civic education curriculum for 7th grade students and teachers in Armenia. During this project the University of Iowa conducted a curriculum development workshop in the U.S., monitored the revision of the curricular materials developed by Armenian teachers at the workshop, and administered training workshops for in-service teachers based on these materials. The first grant enabled Ohio State to identify and bring to Ohio a group of Polish educators who developed, in consultation with relevant U.S. experts, an eighth grade curriculum that was tested, adapted, and utilized in schools throughout Poland. A second grant enabled another group of curriculum developers to build on the eighth grade curriculum by creating materials for grades nine through twelve. The work attempted to make U.S. experiences and expertise available to foreign civics curriculum developers while enabling them to respond to the stimulation of U.S. expertise in ways that made sense in their own society. The project also disseminated civic education curricular material in primary and secondary schools, provided training for in-service teachers and promoted educational policy-making in local government agencies.

FY 1998–2003: Journalism

This project supported faculty and curriculum development and assisted in the modernization of the journalism and mass media curriculum at the University of Sarajevo. Activities focused in the following areas that included media technologies, media ethics, specialized reporting of government and public affairs, human rights, media impact on government policy and public opinion, distance education, and library development. This partnership opened up collaboration with other BH universities in Tuzla and in Banja Luka.

The partnership between Smith College and the University of Sarajevo aimed to develop an undergraduate curriculum program in American Studies at the University of Sarajevo. This multi-sectoral project helped to develop new curriculum, instructional material, pedagogical techniques in civic education at the primary and secondary schools in Kosovo; train professors in the faculty of law at the University of Pristina; develop new courses in political science at the University of Tirana in collaboration with Drexel University; support best practices in business administration at the University of Montenegro with the Katz School of Business of the University of Pittsburgh, while Portland State University developed an Executive Management Certificate Program with the University of Novi Sad. Finally, the Graduate School of Public and International Affairs of the University of Pittsburgh supported a program in public administration at the University of Belgrade

Visiting faculty taught courses, delivered public lectures, conducted collaborative research and discussed the development of the Faculty of Social and Economic Sciences curriculum.

The University of Tennessee in partnership with Bourgas Free University supported the development of an elementary and secondary-level curriculum model entitled My Place, Your Place, Our Place. This curriculum model incorporated in the classrooms the teaching of local culture, civic education and globalization. Participants in this project involved K-12 school principals, teachers and students. Curriculum teams tested the model in three schools in Bourgas (Bourgas High School of Economics and Commerce, Michail Lakatnick Primary School and Bratya Miladinovi Elementary School) and five schools in Tennessee (Wartburg Central High School, William Blount High School, Breaden High School, Cosby High School and Norris Elementary School).

Lock Haven University cooperated with the University of Sfax for the South in an institutional exchange that placed junior faculty and staff from Sfax at the Pennsylvania institution for periods of six weeks. The partnership between Ohio State University and Damascus University promoted faculty collaboration between both institutions in a variety of fields and assisted in implementing an American style system of higher education at Damascus. Oregon State University collaborated with three sister institutions in Tunisia to conduct a project focusing on the use of new technologies of information and communication in instruction, research, and cultural exchange. From this partnership, Oregon State University gained original materials and expertise in language and culture, focusing on Arabic, Islam, and Mediterranean history. Oregon State University provided technical assistance in the form of faculty training to help Tunisia improve the use of online and offline multimedia technology in higher education in remote areas.

Texas A&M University collaborated with the National Institute of Agronomy in Tunisia to enhance the Tunisian agribusiness and agricultural economics curriculum. The universities sought to improve training of future agriculture leaders and agribusiness specialists; introduced new courses and augmented the scientific and technical skills of the National Institute of Agronomy in Tunisia; designed meaningful outreach activities to introduce advances in agricultural research; and strengthened links between the Tunisian institution and Texas A&M in teaching, research and outreach.

This project promoted understanding of civil society and democratic institutions in Lebanon, and enhanced the University of Virginia's ability to offer courses in Arab and Middle Eastern language, culture, and history. Through faculty exchanges, the University of Virginia (UVA) sent specialists to lecture in American studies at the American University of Beirut (AUB), and AUB sent Arabic or Middle Eastern specialists to UVA.

The project helped to further understanding and accuracy by faculty and students of both universities in their investigations of political phenomena. Project activities increased the ability of the University of Kerala project participants to utilize quantitative methods in gathering and processing political data and better enabled Claremont Graduate School's participants to use qualitative descriptions of political phenomena in their research work. Participants were from the departments of political science of the two institutions and the Centre for Women's Studies and the Department of Futures Science at the University of Kerala.

George Washington University

FY2004-2007: Education and Economic Development

George Washington University assisted in the modernization of the administration of BRAC University in Bangladesh, a private institution that was established in 2001 to transform Bangladeshi society economically and socially by providing greater access to education, especially for women and the poor. BRAC University also worked on developing a master’s degree program in education and development in consultation with faculty from George Washington University, which will use the project to improve its programs of instruction about South Asia.

FY2003–2007: Education

This partnership strengthened the capacity of Afghan Education University to provide instruction to primary and secondary school teachers of the English language in Afghanistan and facilitated Indiana University faculty members’ understanding of the language, culture, and education in Afghanistan. More than 200 Afghani English teachers at the elementary, middle, and high school levels were trained. A significant number were from regions outside of Kabul.
