Primary and Secondary Education Support Grants
ALBANIA
>> Since FY96, the University
of Washington has been administering an on-going project to develop civic
education courses for elementary and secondary schools in Albania. Project
goals include assisting a team of local civic educators to develop locally
oriented civic education curricular materials. In addition, the project
is training in-service teachers on the use of these curricular materials,
and is publishing teachers' guides for grades 1-10. Local partners include
the Albanian Ministry of Education, the Tirana Pedagogical Research Institute,
and Tirana University. Project accomplishments include the training of
1,600 teachers from eight Albanian cities and the establishment of civic
education resource centers in the cities of Skhodra, Korca, Elbasan, Tirana,
and Gjirokastra. Funding source: SEED.

ARMENIA
>> Since FY 1998, the International
Research and Exchanges Board (IREX) has been helping to expand the use
of elementary level curricular and teaching materials in schools in Armenia.
IREX facilitated the cooperation of U.S. specialists with a team of Armenian
educators to develop and publish a pre-service teaching methodology guide;
subject modules for in-service teachers; and a training program for curriculum
specialists at the Ministry of Education. The project also led to the
opening of resource centers for teachers in the Armenian cities of Yerevan,
Gymri, Goris, Vanadzor, Sisian and Ijevan. The pre-service teaching guide
is available in both Armenian and Russian language versions on the project
website www.irex.am/eng/.

>> IREX has also been assisting
Armenian teachers to develop social science curricular materials for the
lower middle school grades (4-6) and since FY04, for high school, and
to direct related teacher training activities. Curricular materials including
model social science courses have been published in Armenia together with
a handbook on teaching methods, a guide to curriculum development, and
a teacher's classroom resource kit. IREX will include in-service teachers,
pre-service teaching specialists, and education specialists from the Ministry
of Education's Education Reform Center in training workshops based on

>> In FY03 and FY04 IREX expanded
the curriculum development and training program to include the participation
of education faculty at the pedagogical institutes and of members of a
non-profit educational leadership association (The Armenian Principals
Association). Education experts from both groups are working with U.S.
curriculum specialists to develop training materials on educational leadership
and pre-service teacher training. Once the curriculum is revised and pilot
tested it will be used as the basis for teaching methodology courses in
the pedagogical institutes in Yerevan, Gymri, Vanadzor and Sisian. The
educational leadership training materials will be used as a basis for
a certificate training program for school principals, endorsed by the

AZERBAIJAN
>> Since FY 1999, Montana State
University has been engaged in developing and disseminating civic education
curricular materials as well as introducing new teaching methodologies
to high schools in Azerbaijan. During the course of the project the U.S.-trained
team of Azeri educators developed curriculum units for civic education
courses for the 10th and 11th grades and pilot-tested the new curricular
materials in six school districts. The project is now training in-service
teachers in the use of the new curricular units in high school classrooms
and will establish a civic education resource center in Baku. Funding

>> The International Research
and Exchanges Board is assisting Azerbaijan education experts to develop
and disseminate a pre-service social science curriculum for use at the
pedagogical institutes in Azerbaijan. Faculty from six pedagogical institutes
(Baku Slavic, Azerbaijan Pedagogical Institute, Azerbaijan University
of Foreign Languages, Lankaran State University, Sheki Teachers Institute
and Guba Teachers Institute) will pilot test the curricular materials
in their classrooms and assist with the training of pre-service teachers
on the use of these materials in Azerbaijan middle schools. Funding source:

>> In FY04 the American Councils for International Education began
an elementary level curriculum development project. American Councils
is recruiting six participants to take part in a curriculum development
workshop. The University of Wisconsin (UW) will organize a twelve-week
curriculum development workshop during which period the participants will
develop materials for use in elementary schools in Azerbaijan. American
Councils will collaborate with local authorities to select twenty pilot
schools. The participants and a UW professor will conduct a one-week training
program for pilot teachers. American Councils will publish 1,000 copies
of the piloted materials and disseminate them to schools throughout Azerbaijan.

BULGARIA
>> Since FY 1998, the University
of Iowa has been administering a grant to assist a team of Bulgarian teachers
to plan, develop and field-test instructional materials for civic education
in secondary schools in Bulgaria. Project objectives included establishing
a civic education network, developing secondary-level civic education
curricular materials, and administering in-service and pre-service teacher
training based on these materials. In FY03 and FY04 the project was expanded
to include the participation of parents and school administrators through
specialized training programs to be held at eight community training centers.
The local partner is the Open Education Center Foundation. Funding source:

GEORGIA
>> The University of Iowa is administering
a civic education project designed to support the development of a 9th
grade civic education curriculum and to train teachers in the use of these
materials in classrooms throughout Georgia. By FY04, 10,000 copies of
the curriculum will be published with participation of over 5,000 teachers
and students from fifty-seven high schools in Georgia. The local partner
is the English Teacher's Association of Georgia. Funding source: FSA

INDONESIA
>> With an FY 2000 partnership
grant, Indiana University and the National University of Padang are training
primary and secondary schoolteachers in new approaches to civic education
in cooperation with the Indonesian Ministry of Education. The project
is also developing a manual on civic education pedagogy for Indonesian

JAMAICA
>> An FY 2001 partnership grant
is enabling Central Connecticut State University and Sam Sharpe Teachers'
College to work cooperatively on the development of a curriculum in teacher
education for Jamaica. The project is supporting professional development
workshops for in-service teachers who are seeking to earn a baccalaureate
degree in teacher education in Jamaica. Funding source: ECA base

KYRGYZSTAN
>> With grants issued in FY 2001
and FY 2003, the Institute for Training and Development is administering
a project to assist a team of Kyrgyz educators to develop civic education
curricular materials and to conduct related teacher training activities
in Kyrgyzstan. The Krygyz team is developing a multidisciplinary ninth
grade civic education/ comparative government course, and will pilot test
draft curricular materials before publishing of the curricular materials,
developing a civic education website for use by local educators, and conducting
an extensive program of in-service teacher training. The partner in Kyrgyzstan
is the Institute for Regional Studies, affiliated with the Ministry of

MOLDOVA
>> The University of Iowa administered
a civic education project designed to develop and disseminate a ninth
grade civic education curriculum for use in secondary-level schools in
Moldova. The 9th grade curriculum has been pilot tested and revised and
13,000 copies were published in Spring 2003. The primary local partner
is the Independent Society for Education and Human Rights. Funding source:

>> Montana State University administered
a multi-phased project to strengthen the capacity of the Moldova Pedagogical
State University to support the Moldova General Education project, a World
Bank-funded educational renewal program. Funding source: FSA
>> St. Cloud State University
(SCSU) and Balts Alecu Russo State University in Moldova cooperated on
a partnership program to apply a learner-centered teacher education model,
developed and implemented at SCSU for application to classrooms in Moldova.

ROMANIA
>> With grants issued in FY 1999,
FY 2003, and FY 2004 the Institute for Training and Development is administering
a project to develop and implement a new curriculum unit for an 11th grade
civic education and comparative government course in Romania. In July
2003, the Ministry of Education officially approved the 11th grade curriculum
for use in Romanian high schools. By Spring 2004 over 1,100 teachers were
trained and civic education resource centers will be established in nine
Romanian cities of Bucharest, Timisoara, Gorj, Craiova, Constanta, Cluj-Napoca,
Targu, Secuiesc and Bacau. Local partners include the Ministry of Education.

RUSSIA
>> Starting in FY 1996, the University
of Hawaii administered a civic education project to assist a team of Russian
civic educators to write a civic education curriculum, to draft curriculum
units for the 8th-11th grades, and to train in-service teachers in the
use of these materials in schools in Krasnoyarsk. Two-hundred and forty
teachers from the cities of Tomsk, Irkutsk, Norolisk, Abakan, Novosibirsk
completed their training and are implementing these materials in their
classrooms. The curriculum units contain a teacher's guide to civic education,
a student handbook, and resource materials. Funding source: FSA
>> The Sage Colleges in New York
administered a three-year FY 2000 NIS College and University Partnerships
project on civic education, both as an applied field of study and as a
means of reforming the university based training of future elementary
and secondary school teachers in Samara Oblast and the greater Volga region.
Project objectives included the development of a certificate-based pre-service
program of study in civic education at Samara Pedagogical University and
Samara State University, support for the Samara Center for Civic Education,
and implementation of an outreach plan in which the regional center and
its U.S. and Russian partners shared the results of their work with other
regions along the Volga. Funding source: FSA
>> With a FY2000 grant from the
NIS College and University Partnerships Program, Southern Illinois University-Carbondale
and the Samara Institute for Retraining Teachers and Staff (SIPKRO) worked
together to raise standards of teacher training as well as address issues
of women's leadership in education, health education, and substance abuse
prevention in schools. Project goals included developing 10 new courses,
updating 12 existing courses, and offering six sets of two-week training
courses. SIPKRO offers short-term professional development courses that
fulfill regional requirements for ongoing professional development and

>> Syracuse University administered
a two-year project in FY 1997 to support secondary-level curriculum development
and teacher training for civic education in Bryansk, Russia. The university
worked with local Russian educators to draft and field-test public policy
issue books and provided training seminars on public policy and related

SOUTH AFRICA
>> With an FY1999 three-year partnerships
grant, Ohio University is cooperating with the University of Western Cape
to develop democratic education programs at Ohio University and the University
of Western Cape. The project is creating graduate degree programs and
field-based teacher training in democratic education while also promoting
the democratic management of schools. Through the development of models
of good teaching practice, the two institutions expect to create partnerships
with schools and communities in their respective service areas. Funding

UKRAINE
>> Bowling Green University is
collaborating with the All Ukrainian Association of Teachers in History
and Social Science (NOVA DOBA) to develop a high school curriculum and
associated teaching materials in civic education. The curricular materials
have been approved by the Ukrainian Ministry of Education and have been
piloted at selected schools in Ukraine. Over 1,800 teachers have participated
in training seminars and 21,500 copies of the curriculum have been published.

>> With an FY 2000 grant under
the NIS College and University Partnerships Program, Iowa State University
assisted Gogol State Pedagogical University to strengthen its teacher
training programs through faculty and curriculum development, teaching,
lecturing, joint conferences, collaborative research, modernization, and
outreach. The project addresses three central needs. First, project participants
acquire knowledge and skills necessary to use information technologies
successfully both for their own professional development and to enhance
student learning. Second, it enables teacher training faculty in both
universities to enhance the knowledge and understanding of their content
areas. Third, it introduces innovative pedagogy in both Ukraine and the

>> Montclair State University
assisted Kirovograd State Pedagogical University to develop new pedagogical
curricula in the fields of critical thinking and philosophy for children.
Ukrainian teacher trainers and teachers have participated in training
programs in the United States. Ukrainian participants that have spent
an academic year at Montclair State have also had the opportunity to teach
in the public schools of Newark. New programs have been introduced both
at the Kirovograd State Pedagogical University and at schools in Kirovograd.
The FY1999 grant was issued under the NIS College and University Partnerships

>> El Camino College partnered
with Dnipropetrovsk State University (DSU) to develop new curricula focusing
on character education, critical thinking, and problem solving for the
DSU early childhood education program. During the first year of the partnership,
a U.S. professor spent a semester in Dnipropetrovsk teaching a Child Development
course that introduced new teaching methodologies to future preschool
and elementary teachers. Funding source: FSA

VIETNAM
>> With a three-year FY 2001 educational
partnerships grant, Michigan State University is assisting the faculty
of Cantho University's School of Education to teach pre-service and in-service
teachers in the Mekong Delta region to use activity-oriented teaching
strategies focused on locally pertinent environmental and civic issues.
Teachers are learning to explore and utilize local resources to link the
classroom experience to issues in local communities. Funding source: ECA
