Senator Richard Lugar (R-IN) is joined by FLEX student Gulnar Hajiyeva from Azerbaijan, who is studying in Indiana, at a Capitol Hill reception celebrating the 10th anniversary of the FLEX program. The reception was co-hosted by Senator Lugar and Assistant Secretary for Educational and Cultural Affairs Patricia Harrison, February 26, 2004.

One hundred twenty-six high school exchange students from the countries of the former Soviet Union converged on Washington, DC, from U.S. host communities across the nation to attend a civic education workshop and celebrate the 10th anniversary of the Future Leaders Exchange (FLEX) program, February 22-28. Three FLEX alumni from Ukraine, Uzbekistan, and Armenia joined them and were exemplars of leadership and achievement.

The students and alumni met with Department of State officials and Members of Congress. A highlight of the week's events was a Capital Hill reception on February 26, co-hosted by Assistant Secretary for Educational and Cultural Affairs Patricia Harrison and Senator Richard Lugar (R-IN), a strong advocate of the FLEX program.
